South Australia's Strategic Plan

South Australia's Strategic Plan was first launched in 2004 in response to the State Economic Summit, where the Economic Development Board called for a whole-of-government, long-term strategic plan that was measurable and transparent.

The Plan guides individuals, community organisations, governments and businesses to secure the wellbeing of all South Australians. South Australia's Strategic Plan contains our community’s visions and goals and its 100 measurable targets reflect our priorities and pillars for success.

Better Together: Principles of Community Engagement

Better Together is the state government’s guide to engaging communities and stakeholders in decisions which matter to them. This guide provides a foundation for government agencies to build a continually-improving culture of engagement practice. It details six principles which will create a solid understanding of what should be done to ensure a good engagement strategy is developed and implemented.

Reforming Democracy: Deciding, Designing, Delivering Together Policy Statement

Better Together program was established in 2013 with the aim of helping the State Government engage more effectively with South Australians.

This policy statement commits the State Government to explore and trial ways that build on the start we have already made in democratic reform.

It supports leaders in government to:

  1. seek opportunities to partner with businesses, non-government organisations (NGOs) and the community to help South Australians grapple with the choices in front of us;
  2. bring the community into designing policies and services in ways that improve public value; and
  3. build our ability to collaborate within and outside government so that more of the State’s ideas, talents and resources are brought to bear on pressing problems and new opportunities.

South Australian Government Communications Plan 2017-18

The South Australian Government Communications Plan 2017-18 coordinates across government communications and marketing activities within five key priority areas:

  • Transforming our economy
  • Building safer, healthier communities
  • Creating a fair and just society
  • Reforming government
  • Standing up for South Australia.

The plan outlines trends affecting local media consumption and lists the key communication initiatives by agency for 2017-18.

The South Australian Government’s ICT Strategy – SA Connected

SA Connected is the South Australian Government’s ICT Strategy. It sets the direction to help agencies make the most of Information and Communications Technology. Supported by the Digital by Default Declaration and the SA Government Digital Transformation Strategy, SA Connected has been updated to reflect our renewed focus on digital transformation.

Department of the Premier and Cabinet Reconciliation Action Plan

This plan highlights the Department’s commitment to Reconciliation and details our commitment to building positive relationships and providing equitable opportunities for Aboriginal and Torres Strait Islander peoples.

Cultural Inclusion Framework for SA

The Cultural Inclusion Framework is a guide to assist agencies in the Public Sector to deliver culturally inclusive programs to Aboriginal peoples in South Australia.

Competency Frameworks

The Office for the Public Sector has published four competency frameworks that define the work standards for employees within the Public Sector.

Digital Communications Guidelines

The Digital Communications Guidelines aim to enhance government’s understanding of the unique opportunities that digital tools offer and provide some guiding principles for the use of technology in external communication and marketing activities.

Government of South Australia Marketing Communications and Advertising Guidelines

These guidelines represent the basic principles to be followed by all government officers when planning, developing and managing advertising communication on behalf of government agencies, administrative units, business units and subsidiary departments of the Crown that take Ministerial direction.

Government of South Australia Branding Guidelines

These guidelines have been introduced to the Government of South Australia to ensure that a consistent and professional image is maintained with the general public. This enables all levels of the community to recognise Government of South Australia activities, information and services.

Guidelines for the Premier's Communications Advisory Group Process

These guidelines outline the Premier’s Communication Advisory Group (PCAG) approval process and procedures that must be followed by all government agencies when undertaking paid, external communication activities.

Intellectual Property Policy

This policy creates a supportive environment for the achievement of best practice management in the application and commercialisation of intellectual property developed within the Public Sector.

International Engagement Framework

Beyond our Borders: An International Engagement Framework for South Australia outlines a vision and frames the manner in which the South Australian Government will pursue our international engagement agenda, outline the breadth of activity, and identify the areas of priority focus.

Its purpose is to enhance cooperation and integration between South Australian Government departments in the development and implementation of specific strategies, and assist in the coordination of resources and expertise in international relations and business development.

Premier's Directions under Section 10 of the Public Sector Act 2009

In 2011, the Government of South Australia and the Australian Competition and Consumer Commission signed a Memorandum of Understanding Concerning Cooperation on Trade Practices Matters. The Premier of the time then directed all Public Sector agencies to comply with the Memorandum of Understanding. The Department of the Premier and Cabinet office responsible for this document is now called Sustainability and Prosperity, Cabinet Office.

Public Sector Workforce Information Reports

The Office for the Public Sector provides information about the structure, size and composition of the South Australian Public Sector workforce. Their data is a valuable human resource management tool that identifies trends relevant to the South Australian Public Sector and informs the planning, implementation and evaluation, of Public Sector-wide human resource policies and initiatives.

Regulatory Reform - The Better Regulation Handbook

The Department of the Premier and Cabinet provides leadership for the South Australian Government’s regulatory reform agenda to reduce the regulatory burden and cut red tape for business.

Key elements of the reform agenda ensure that:

  • new regulations don't add to the burden on business, or that their benefits outweigh their costs
  • existing regulations are reviewed regularly so that they remain relevant and achieve their objectives
  • that any unforeseen problems a regulation may have created are solved and that alternatives to regulation are explored
  • regulators are efficient in their implementation of regulations.

The Better Regulation Handbook aims to ensure that South Australian government agencies adopt best practice approaches when designing new regulation and reviewing existing regulation. It also guides agencies through the process of preparing a Regulatory Impact Statement.

Before a Regulatory Impact Statement reaches Cabinet any significant impact to businesses, regions, the community or the environment must be assessed by other key government agencies, including the Department of State Development, Regions SA, the Department of Environment, Water and Natural Resources and the Department for Communities and Social Inclusion.

Cabinet Office considers the cost benefit analysis and sign off on the adequacy of the Statement before it is submitted to Cabinet.

Soon after a decision has been reached, departments are required to publish final Regulatory Impact Statements on our website, to allow public scrutiny of regulatory decisions.

Review of the Impact of the Workers Rehabilitation and Compensation (Scheme Review) Amendment Act 2008

In November 2006, the Board for the WorkCover Corporation submitted a report to the then Minister for Industrial Relations proposing a number of legislative changes to the Workers Rehabilitation and Compensation Act 1986. The Minister commissioned an independent review of the WorkCover proposals and the South Australian Cabinet subsequently authorised the Parliamentary Counsel to produce a Bill amending the Act. The Bill was titled Workers Rehabilitation and Compensation (Scheme Review) Amendment Act 2008. Approval of the amendment required a review which began in 2011. This document outlines the findings of the review:
